CALL TO ORDER

Elaine Vincent, Town of Okotoks Chief Administrative Officer will Call to Order the January 26, 2021 Intermunicipal Committee Meeting at _____ p.m.

CAO Vincent will call for the names of the Co-Chair and Alternate Co-Chair from each municipality.

Foothills County Administration will indicate the Co-Chair and Alternate Co-Chair for Foothills County.

Town of Okotoks Administration will indicate the Co-Chair and Alternate Co-Chair. for the Town of Okotoks.

MOTION REQUESTED: That the Intermunicipal Committee acknowledge Councillor ____ from Foothills County and Councillor _____ from the Town of Okotoks as the Co-Chairs; and acknowledges Councillor _____ from Foothills County and Councillor _____ from the Town of Okotoks as Alternate Co-Chairs of the Intermunicipal Committee.

The Co-Chair for the Town of Okotoks will assume the Chair for the January 26, 2021 Intermunicipal Committee Meeting.

ADOPTION OF AGENDA

MOTION REQUESTED: That the January 26, 2021 agenda for the Intermunicipal Committee Meeting be adopted as presented.

MINUTES OF PREVIOUS MEETING

3.1

Intermunicipal Meeting - November 24, 2020

MOTION REQUESTED: That the minutes of the Intermunicipal Committee Meeting held November 24, 2020 be adopted as presented.

BUSINESS

4.1

Intermunicipal Committee Terms of Reference - Joint Report

Amendments to the Intermunicipal Committee Terms of Reference have been approved by both Foothills County and the Town of Okotoks Councils and are presented to the Committee for information.

MOTION REQUESTED: That the Intermunicipal Committee Terms of Reference be received as information.

4.2

Capital Projects Update - Town of Okotoks

An update on the Town of Okotoks Capital Project #47, Fire Pumper, is provided to the Intermunicipal Committee for information.

MOTION REQUESTED: That the Okotoks Fire Apparatus Purchase update be received as information.

4.3

Raw Water Update - Town of Okotoks

The Town of Okotoks Administration will provide a verbal update on the Regional Raw Water Project.

MOTION REQUESTED: That the Raw Water Update be received as information.

4.3.1

Foothills Okotoks Regional Water Technical Advisory Committee

Formation of the Foothills Okotoks Regional Water Technical Advisory Committee and its associated roles, responsibilities and delegation of authority are provided for approval.

MOTION REQUESTED: That a Technical Advisory Committee is formed pursuant to and in alignment with the Intermunicipal Committee’s Memorandum of Understanding, and that the Technical Advisory Committee and Owners’ Project Management Group adopt the responsibilities and delegated authorities as presented.

4.4

Joint Land Acquisition

The Foothills Okotoks Regional Water (FORWater) project requires land for construction of raw water storage for the needs of both Partners, as well as future water treatment infrastructure.

MOTION REQUESTED: That the Intermunicipal Committee recommend to the Joint Councils, confirmation of Foothills County intent to participate in a joint procurement of land with the percentage of cost sharing to be agreed to at a future date. 

OR

That the Intermunicipal Committee recommend to the Joint Councils, confirmation of Foothills County intent to endorse the request of the Town of Okotoks to purchase and own lands in the County’s jurisdiction.

Land Purchase (FOIP s. 16(1)(c), 24(1)(c)(g) and 25(1)(c))

MOTIONS ARISING

MOTION REQUESTED: That the Intermunicipal Committee recommend to Foothills County Council approval of Option ___ contained in the In Camera report 5.1, Land Purchase.
